 You are supposed to level up your character and take the feat you needed to take and then shutdown the game again and remove the feat.2da file from development folder. Either delete it or rename it for example to _feat.2da (then when you need it again just rename it back). If you don't do this you might be unable to play on other NWN servers and you might get into different issues related to level up on Arkhalia.

 Don't worry, this is just a technical limitation. Yes you do get all these feats at level up. However they will be removed after it and only the correct feats will remain.

+NWN can't handle clouds properly. If you put your "user folder" into cloud then you will have this problem. And possibly more. So avoid doing that.
+If the default location ( Documents/Neverwinter Nights ) is inside cloud then move it elsewhere and redirect NWN to the new location by adding a starting paramater -userdirectory "full_path_to_directory".

+If you are stuck in NWSync with this or similar error then delete content of the userdir/nwsync folder. This should fix the issue althought you will have to redownload Arkhalia files obviously.

+If that doesn't help then the only other option is that your antivirus software or firewall is blocking it. Try disabling that to see if it helps. If it does try whitelisting NWN.
